The State Control Committee's proposals to improve and optimise the process of organising construction have been implemented
By order of the Head of State, the State Control Committee has worked out proposals to improve and optimise the construction organisation process. Some of the proposals have already been carried out.

In particular, Decision of the Council of Ministers No. 262 of 10 April 2024 was adopted to amend Decision No. 223 of 20 February 2007 "On Some Measures to Improve Architectural and Construction Activities". The document excludes redundant approvals of design documentation in any form ( for instance, by putting a stamp of approval on drawings and schemes) provided that technical requirements and technical conditions issued by authorised state bodies (organisations) are met. In practice, it took from 2 months to six months to obtain such approvals.

Moreover, in April this year, an action plan was approved to optimise the procedures for connection (technological connection) to engineering networks of individual residential houses being built or reconstructed according to a simplified procedure. The action plan provides for the settlement of the issues of responsibility for the technical condition and safety of the in-house electricity and heat supply systems, as well as the legislative fixing of the norms for granting citizens preferential loans and (or) subsidies to pay part of the interest and (or) principal debt on the loan for the construction (reconstruction) of housing in a simplified procedure, which will create additional conditions for increasing the volume of construction of such housing.

It is planned that the legislation will establish the norms for granting citizens preferential loans and (or) subsidies to pay part of the interest and (or) principal on loans for housing construction in a simplified procedure.

The adoption of systematic measures to improve pricing and the phased reduction of mandatory requirements in construction is under the control of the State Control Committee.
