A draft decree providing for the adjustment of regulatory legal acts in
this area was submitted to the meeting.
The Head of State considered the proposals set out in the draft decree and,
following the meeting, instructed the government and governors to finalise the
document. After the conclusion of the State Control Committee on the finalised
draft, it will be submitted to the President again. The deadline for this work
is August this year.
Following the meeting, Vasily Gerasimov briefed journalists on the
finalisation of the document.
"I would not consider it for certain relaxations. The draft decree
contains provisions both strengthening control activities and aimed at
streamlining them,’ said the Chairman of the State Control Committee.
The strengthening concerns mostly inspections. For instance, some business
entities have started to take advantage of a two-year moratorium on
inspections. With the adoption of the decree, if it is seen that the entity
violates the law, then it will be allowed to carry out an inspection.
The streamlining concerns monitoring and technical measures to a greater
extent.
‘I wouldn't suggest that this document is in any way revolutionary in
nature. It is orderly. As it was noted by the Head of State, where it is not
necessary to interfere in the activities of business entities, we should not do
so. But where we should exercise control, they should know that in case of
violation of the legislation, the responsibility will be appropriate,’
