Today, in the format of a videoconference, an online conference of the supreme audit bodies (BOA) of the CIS countries was held on the topic «The role of external and internal control in ensuring the efficient use of public resources». The event was dedicated to the 100th anniversary of the audit bodies of the Ministry of Finance of the Russian Federation. The conference was attended by representatives of the supreme audit bodies of Russia, Belarus, Azerbaijan, Armenia, Tajikistan, as well as the Ministries of Finance of Russia and Belarus and the accounting and control bodies of the constituent entities of the Russian Federation.
Heads of the supreme audit institutions of Russia, Belarus, Azerbaijan, Deputy Heads of the Armenian and Tajik Supreme Audit Institutions, Minister of Finance of the Russian Federation Anton Siluanov, heads of the Russian Federal Treasury addressed the online conference.
In his speech, Chairman of the State Control Committee Vasily Gerasimov noted that Belarus has built a coherent system of work of control bodies, the effectiveness of which has been tested over time.
All supervisory and supervisory bodies work under the same rules. There is a single procedure for carrying out control (supervisory) activities. It is defined by the Decree of the Head of State. Coordination of control activities is entrusted to the State Control Committee and its bodies», - the head of the SCC added.
Since 2019, the State Control Committee has set up every six months coordination plans for spot checks, which include inspections of all the country’s supervisory and supervisory bodies. Sampling plans are posted on the SCC website - information is available and accessible to all.
Vasily Gerasimov stressed that the system of risk-oriented approach is the basis for the formation of plans for spot checks.
The Chairman of the SCC noted that the control agency has established effective cooperation with the Ministry of Finance. The establishment of an internal control system in budgetary organizations is also under consideration.
Vasily Gerasimov stressed the importance of discussion of the implementation of control activities within the audit community of the CIS countries and exchange of experience.
