On August 2, 2019 marks the 100th anniversary of the establishment of state control bodies in Belarus.

The reference point in the history of the state control system was 1919, when was formed the Commissariat of State Control of the Provisional Worker and Peasant Soviet Government of Belarus. 25 years ago, on August 2, 1994, was established the first presidential control body of sovereign Belarus, the Control Service of the Presidential Administration, on the basis of which, two years later, the Committee of State Control was formed.

Throughout their century history, employees of the country's main control body have been at the forefront of the struggle for the efficiency and legality of the use of public funds and property.

Today, the Committee of State Control is a dynamic, highly organized state body that organically combines three structural units - the civilian part (the controllers), the law enforcement unit (the Department of Financial Investigations, empowered with the conduct of operational-search measures), and financial intelligence (the Department of Financial Monitoring).

The tasks and powers of the Committee of State Control are defined in the Constitution of the Republic of Belarus, three basic laws and in decisions of the Head of State. They are unchanged: ensuring the economic security of the State, monitoring the implementation of the budget, using state property, monitoring the implementation of instructions of the President.

The Committee of State Control has the most advanced methods for detecting economic crimes, primarily information resources. A few years ago, KGC turned from total inspections to control activities based on the principles of performance audit (the conclusion how effectively the audited entity uses public funds and disposes of property).

Over the past five years alone, as a result of the control and analytical activity of the Committee of State Control and its territorial bodies, funds and material assets of almost 1 billion rubles were returned to the budget. In order to reduce the risk of violations, the Committee of State Control carries out a large preventive work, makes proposals for a more efficient use of budget funds. The implementation of such proposals has allowed to save (prevent) payments in the amount of almost 900 million rubles since 2014. At the same time, over the past 5 years, the number of inspections conducted by SAI has decreased by 3 times.

Another important area of activity for the Committee of State Control is the consideration of citizens' appeals. Every year, about 10 thousand people address to the Committee of State Control, in each case, the SAI tries to help citizens solve their problems within the legal framework.
