Global financial risks were discussed by representatives of supreme audit institutions during the panel session of St. Petersburg International Economic Forum

A panel session entitled 'Global Financial Risks - New Challenges for External Audit' organised by the Chamber of Accounts of Russian Fedaretion was held today on the sidelines of the St. Petersburg International Economic Forum. 


The session was attended by Vasily Gerasimov, Chairman of the State Control Committee of Belarus, Galina Izotova, Acting Chairman of the Audit Chamber of Russia, Mohsen Borzouzadeh Zavareh, Vice-President of the Supreme Audit Court of Iran, Mohamad Barek, Chairman of the Central Organization of Financial Control of the Syrian Arab Republic, Valery Goregliad, Chief Auditor of the Central Bank of Russia, Alexander Vedyakhin, First Deputy Chairman of the Sberbank of Russia. 


The session focused on the role of senior audit institutions in ensuring financial stability and implementing the government's strategic priorities. This included confronting the challenges posed by the transition to digital technologies. 


Mr Vasily Gerasimov, Chairman of the State Control Committee (SCC) of Belarus, informed his colleagues how virtual assets were regulated and controlled in the Republic. 


The processes of mining and token circulation in the Republic of Belarus are regulated by the Decree "On development of digital economy". Since November 2020, the High-Tech Park monitors compliance with anti-mining legislation for organisations in the field of digital signs (tokens). In February 2022, the Decree of the President of Belarus "On the Register of Virtual Wallet Addresses and Specifics of Cryptocurrency Circulation" was adopted. The register includes information about cryptocurrency addresses through which illegal activities are financed. 


The SCC bodies are systematically developing practices to counter the risks of cryptocurrency circulation. In 2022-2023 alone, the Financial Investigation Department of the State Control Committee uncovered 30 crimes related to the use of cryptocurrency to finance terrorist and extremist activities. 


At the suggestion of the SCC, Belarus is also drafting a concept for the development of the token sphere, including issues of taxation of transactions.
