The Board of the State Control Committee of Vitebsk region has considered the results of monitoring the effectiveness of measures taken in the region to put the unused state property into economic turnover. Schedules for involving into economic turnover of real estate objects in Vitebsk region for 2021 included 343 objects, of which it was planned to put into economic turnover by selling 313 objects, leasing - 15, gratuitous transfer into private ownership - 13, transfer within the state property - 2. Certain measures have been taken by the Vitebsk Regional Executive Committee to put the unused state-owned real estate into economic turnover. At the same time, the board noted that the region annually fails to meet the approved schedules. One of the reasons is low performance discipline and lack of strict demand for the failure to implement these activities. This work is insufficiently organized in Braslav, Verhnedvinsk, Gorodok, Dokshitsy, Lepel, Liozno, Miorye, Orsha, Polotsk, Pastavy, Rossony, Senno, Ushachy, Shumilya districts and Vitebsk. Instead of taking effective measures to involve the objects into the economic turnover, the solution of the issues is postponed for years. Moreover, a part of such objects is included into the list of objects to be demolished with a fixed term of demolition only in 2025. Not all district executive committees have worked out the issue of selling unused property. Not all facilities subject to sale have taken appropriate decisions. Some objects are not involved in circulation for a long time. At the same time, in order to exclude them from the schedules, they are included in the list of objects to be written off, while their demolition is not planned. Control and analysis activities have shown that in Vitebsk region there is no unified approach to placing information about real estate objects to be involved in economic turnover on the official websites of district executive committees, which in turn makes it difficult to find such property for a potential investor. In addition, there are facts of failure to place on official websites approved schedules for engaging unused property in economic turnover in 2022. According to the results of the board, district executive committees are asked to ensure a comprehensive inventory to form a complete and accurate information about the availability of unused state property in the subordinate territory; to identify specific activities for each object of unused state property, taking into account the sources and amounts of funds needed to implement the developed activities. It is also proposed to consider bringing to disciplinary responsibility the persons of district executive committees that have not provided proper organization of execution of the instruction of the head of state in part of organization of work on involvement of unused state property into economic turnover.
