Deputy Chairman of the State Control Committee Dmitry Basko took part in the 59th session of the Parliamentary Assembly of the Union State of Belarus and Russia, which took place on December 21, 2020 via videoconference.
At the meeting, Dmitry Basko informed the parliamentarians about the conclusion of the State Control Committee of Belarus and the Accounts Chamber of Russia on the report of the Union State Council of Ministers on the execution of the Union State budget in 2019.
It was noted that the final data of the report on budget revenues and expenditures for 2019 were confirmed by an external audit.
Some shortcomings have been identified. In particular, not all the main administrators (recipients) of the Union State budget funds have used the funds in full. This is due both to the savings in budgetary funds, which was formed as a result of a decrease in the cost during the procurement procedures, and to the duration of the procedures, the untimely conclusion and execution of contracts.
The use of budget funds remains uneven throughout the year (a significant part of the declared amounts of funds remains unclaimed during the first half of the financial year).
Dmitry Basko noted that to present day, more than 70 union programs have been implemented. Attention is drawn to the duration of the programs coordination, that in some cases reduces the demand for their results and entails the risks of an increase in funding.
The Supreme Audit Institutions of Belarus and Russia identified individual violations and shortcomings in terms of redistributing funds and adjusting the timing of certain activities, violations of the requirements for drawing up and approving estimates, overstating the volume and cost of construction work performed, individual violations in public procurement, etc.
At the same time, Dmitry Basko stressed that violations in the execution of the Union State budget are decreasing every year.
